Engineers Australia Stage 1 Competencies: the short answer

The Stage 1 competency standard is the benchmark Engineers Australia uses to assess entry-level competence. It has three groups — Knowledge and Skill Base, Engineering Application Ability, and Professional and Personal Attributes — containing sixteen elements for Professional Engineer and Engineering Technologist, and a parallel set for Engineering Associate.

How the standard is structured

Engineers Australia publishes one Stage 1 standard per occupational category. All follow the same three-group shape, and elements are numbered with a prefix that names your category:

  • PE — Professional Engineer
  • ET — Engineering Technologist
  • EA — Engineering Associate

So PE1.3 and ET1.3 address the same theme at different levels of depth. Use the prefix that matches the category you are applying under — a summary statement using PE labels for an ET application is an immediate credibility problem.

PE2.3 is the element most often missed by applicants from construction, maintenance and operations backgrounds. If none of your three episodes contains a design you personally developed, find one — even a small one — before you submit.

These are easy to evidence and easy to fumble. The failure mode is asserting them — "I have excellent communication skills" — instead of showing them: the specific report you wrote, the specific client meeting where you translated a technical constraint into a commercial one, the specific ethical call you made and its consequence.

Planning coverage before you write

Build a simple matrix: sixteen rows, three columns. Before drafting, mark which episode will carry which element. You are looking for two things — full coverage and reasonable distribution. Every element ticked at least once; no episode left carrying only two or three.

Then write to the plan. It is far cheaper to move an element to a different episode on a planning grid than to rewrite 2,000 words because your third episode duplicated the first.

Frequently asked questions

How many Stage 1 competency elements are there?

Sixteen for Professional Engineer and Engineering Technologist — six knowledge elements, four application elements and six professional attribute elements. Engineering Associate has a parallel set with its own wording and level.

Do I need to cover every element in every career episode?

No. Coverage is assessed across all three episodes combined. Each element must appear at least once, referenced to a specific numbered paragraph in the summary statement, but no single episode needs to carry all sixteen.

What is the difference between PE, ET and EA competencies?

They address the same themes at different levels. PE expects original application of engineering fundamentals to complex problems; ET expects application of established technology; EA expects applied technical practice within defined procedures. Use the prefix matching your occupational category.

Which competency element do applicants fail most often?

PE2.3, systematic engineering synthesis and design. Applicants from construction supervision, maintenance and operations backgrounds frequently have no episode containing a design they personally developed.
