Subclass 491 Regional Visa: 15 Points and a Five-Year Commitment

How the subclass 491 works: state versus family sponsorship, what counts as regional, the visa conditions, and the subclass 191 pathway.

Quick answer

Subclass 491: 15 Points and a Five-Year Commitment: the short answer

The subclass 491 is a five-year provisional visa requiring nomination by a state or sponsorship by an eligible relative in a designated regional area. It adds 15 points — the largest nomination bonus available — and leads to permanent residence through the subclass 191 after three years of compliance and a minimum income.

Why 15 points changes the arithmetic

Ranking in the SkillSelect pool is by points first, then by the date you reached that score. Fifteen points does not improve your position within a tier — it moves you up three tiers, ahead of everyone at 70, 75 and 80 if you were at 70.

For an engineer whose occupation is being invited at 85 while they hold 70, no amount of patience closes that. A 491 nomination does, immediately.

Compare the realistic alternatives:

LeverPointsWhat it costs
Superior English+20 (from Competent)Months of preparation; entirely in your control
491 nomination+15Five years in a designated regional area
Partner skills assessment+10Fees, and depends on your partner's occupation
190 nomination+5A commitment to the nominating state

Only Superior English is worth more, and most applicants should pursue both.

Two ways in

State or territory nomination. A state nominates you against its regional criteria and its regional occupation list. Conditions are often lighter than for a 190 — the state is asking you to go somewhere it needs people, which gives you more leverage than asking to go somewhere everyone wants to be.

Family sponsorship. An eligible relative who is an Australian citizen or permanent resident and usually resident in a designated regional area can sponsor you. Eligible relatives typically include a parent, child, sibling, aunt or uncle, niece or nephew, or grandparent.

The family route is substantially underused, mostly because applicants do not realise how broadly the relationship categories are defined. An uncle in Adelaide is a viable sponsor. Many applicants with such a relative never check.

Both routes give the same 15 points and the same visa. The relationship categories and residence requirements are set by the Department and should be verified before you rely on them.

What actually counts as regional

Far more than most applicants expect. Designated regional area covers all of Australia except Sydney, Melbourne and Brisbane.

That includes:

  • Perth — resources engineering, the deepest market in the country for mining and petroleum disciplines
  • Adelaide — naval shipbuilding and defence systems, long-cycle and unusually stable
  • Canberra, Hobart, Darwin
  • Newcastle and Wollongong — heavy industry, defence, and the Hunter energy transition
  • Geelong — manufacturing and infrastructure
  • Gold Coast, Sunshine Coast, Townsville, Cairns

For an engineer, that list contains a large share of Australia's actual engineering employment. The trade-off people imagine — a career in a small town — is not what the visa requires. Perth and Adelaide are capital cities with substantial engineering markets.

Postcode definitions are set by legislative instrument and do change. Verify the current list on the Department's website before accepting a role on this basis.

The conditions are on the visa itself

This is the real difference from a 190, and it is not a technicality.

A 190 is permanent on grant, with a commitment to the nominating state that sits outside the visa. A 491 carries conditions on the visa: you must live, work and study only in a designated regional area for its duration.

Breaching them is not a paperwork issue. Your subclass 191 application depends on demonstrating compliance across three years, so a period living or working outside the designated area can break the pathway the whole plan was built around.

Keep evidence from day one: tenancy agreements, employment records, utility accounts, tax returns, and anything else showing where you lived and worked. Assembling three years of it retrospectively is painful and sometimes impossible.

The subclass 191 pathway

The 491 is provisional. Permanent residence comes through the subclass 191 Permanent Residence (Skilled Regional).

Broadly you must have held the 491 for at least three years, complied with its conditions throughout, and met a minimum taxable income requirement for the relevant period.

YearWhat matters
1Establish residence in the designated area; start the income record; keep evidence from day one
2Maintain compliance; check taxable income against the requirement each year, not on average
3Complete the qualifying period; assemble the evidence pack
4+Lodge the subclass 191

The income requirement is where applicants come unstuck — particularly those in part-time work, on extended unpaid leave, or self-employed with low declared income. It is assessed against taxable income, so how you structure your affairs matters.

Treat it as a target from year one. Discovering a shortfall at year three cannot be retrofitted.

Is it worth it for an engineer?

For many, yes — and more often than the "regional" label suggests.

The employment case. If your discipline is mining, petroleum, resources process or defence systems, the best work in Australia is in designated regional areas already. Perth and Adelaide are not a compromise for those disciplines; they are the centre of them.

The financial case. Regional and resources locations frequently pay more nominally and cost less to live in. A Perth or Adelaide package can leave you materially better off than a Sydney equivalent after housing.

The migration case. Fifteen points is the largest bonus available, and for applicants five to fifteen points short of a competitive 189 score it is usually the fastest route.

Where it does not work. If your discipline's market is genuinely concentrated in Sydney or Melbourne — some building services, some finance-adjacent work — five years in a thin regional market is a real career risk. And if you have no intention of staying, do not take it: the conditions are on the visa, and the 191 depends on compliance.

491 or 494?

Subclass 491Subclass 494

Points testYes — nomination adds 15Not applicable
Job offer neededNoYes
Work experienceNot a separate requirementThree years required

The 491 suits you if your points are competitive with the bonus and you would rather not be tied to one employer. The 494 suits you if you have an employer and would struggle on points regardless.

Both require a positive skills assessment first. Model your score in the points calculator before choosing.

Frequently asked questions

What happens if I lose my job on a 491?

The visa is not tied to an employer, so losing a job does not affect it directly the way it would on a 494. What matters is that you continue to live and work in a designated regional area, and that your taxable income across the qualifying period still meets the subclass 191 requirement — a long gap between roles can put that at risk.

Can I study on a 491 visa?

Yes, but only in a designated regional area. The conditions cover living, working and studying, so enrolling at a campus in Sydney, Melbourne or Brisbane would breach them and put the subclass 191 pathway at risk.

How many points does a 491 visa give?

Fifteen — the largest nomination bonus available. Because ranking is by points first and only then by date, fifteen points moves you up three tiers rather than improving your position within one.

Is Perth regional for a 491 visa?

Yes. Designated regional areas cover all of Australia except Sydney, Melbourne and Brisbane, so Perth, Adelaide, Canberra, Hobart, Darwin, Newcastle, Wollongong, Geelong and the Gold Coast all qualify. Verify the current postcode list before relying on it.

What are the conditions of a 491 visa?

You must live, work and study only in a designated regional area for the duration of the visa. Unlike the 190, these are conditions on the visa itself, and your subclass 191 application depends on demonstrating compliance across three years.

How does a 491 lead to permanent residence?

Through the subclass 191. You generally need to have held the 491 for at least three years, complied with its regional conditions throughout, and met a minimum taxable income requirement for the relevant period.

Who can sponsor me for a family-sponsored 491?

An eligible relative who is an Australian citizen or permanent resident usually resident in a designated regional area — typically a parent, child, sibling, aunt or uncle, niece or nephew, or grandparent. The route is underused because applicants do not realise how broadly the categories are defined.
